Open category
The Open category is the reference for low-risk drone operations. This category is designed to facilitate the use of drones without the need for authorisation, while maintaining a high level of safety through compliance with certain conditions. (Implementing Regulation (EU) 2019/947).
Within the Open category there are limitations regarding the drone (UAS):
- Drones (UAS) must be equipped with a class identification label from C0 to C4. (Except for unlabelled drones only if placed on the European market before 31 December 2023) ;
- Privately built drones (UAS) are allowed, provided they have been built for personal use and not purchased as ready-to-use kits.
Operators shall comply with the following obligations:
- Registration required for all operators on the D-Flight portal;
- Clearly affix your UAS operator identification number (QR code) to the drone (UAS);
- Pilot certificate required to operate with the drone (UAS);
- The insurance cover required for civil liability, adapted to the type of operations.
Each geographical area has its own rules, you must check the geographical areas allowed/forbidden to fly on the D-Flight portal. There are exceptions to free flight. Drone pilots (UAS) weighing less than 250 grams, equipped with a camera, are not required to obtain the pilot certificate. The obligation to comply with the remaining requirements, or compliance with the European regulation on subcategory A1, remains. If the drone weighs less than 250g and is not equipped with audio or video recording devices, registration as an operator is not required. If the drone is defined as a toy (Directive 2009/48/EC) it is not mandatory to fulfil any previous obligation.
